Is Zack family, a friend, or a boyfriend to Lily?

When Lily talked to Zack she said he was both a boyfriend and family to her, but which matters more to her? She already has family figures in August, Rosaleen, June and possibly T-Ray so will she believe what Zack says about waiting for things to change and then having a relationship? Personally I think that makes the most sense in terms of whats happened so far but what do you guys think?
