Racism in 1960s

How racism was shown in 1960? I heard that there was a law, that you can not kill black people and you can not beat them. In 1960 many black people got killed, because of racism, but it was illegal and it wasn't okay to kill black people. Any way, you did not get any punishments if you killed a black woman, man, or child. They did not even care, if they would find a black person's body. What was the point of this law? Because even polices did not care of it. In 1960, black people had rights, but nobody, except black people, did not care of them.
